Why is my noindexed page still in Google?

Google has to crawl the page to see the tag. If robots.txt blocks the page, Google never reads the noindex and can keep the URL indexed from links.

What is X-Robots-Tag?

An HTTP header that carries the same directives as the robots meta tag. It also works for PDFs and images, which have no HTML.
